Whenever I seem to go the Tribunal after a game of having a bunch of reportable players in my game, Tribunal seems to be under maintenance. It may just be that I check at the wrong times or something but it would be nice if were up more so that people can be dealt with.
As it's been stated, Tribunal was taken offline for a massive overhaul. Once in awhile we get updates via reddit or surr@20, but it's been over a year. The link Deep Terror Nami provided you with mentions this:

We had to pivot and work on the new Champ Select, which you recently might have seen on PBE. We're aiming to launch it with the start of the new Ranked season, and will head straight back into working on the Tribunal voting system. Most of the design is complete, we just have to finish building it.

And, god I hope so, I really miss doing the tribunal.
Riot won't say anything about the tribunal, no matter how upvoted the thread gets, it's been down for about year and a half.
I don't think it's going to be back anytime soon.
The Tribunal has been down for a long time. Riot has since replaced it with an automated system to deal with "toxic" players.
Riot has said that they plan on bringing it back, but who knows how long that will take.
