Yeah, this is a very good example of the punishment system working as intended.

Just fyi, it doesn't matter what others are doing or who started it, there's no excuse for your own toxic behavior. Riot has always had the policy that retaliation is never acceptable.

If someone is being toxic to you, the best way for you to defend yourself is to mute them and then report them after the game. The instant you start slinging your own insults back at them, you are making all reports against you in that game valid.
