Troll's and AFKs to be punished

Nowadays when everyone makes a joke about being a bad or salty player people tend to refer to someone being in Wood league. This got me thinking quite a bit.

As an old League player that always tried my best I resorted to quit playing league of legends due to the amount of toxic players lately. When I am referring to "toxic" players I don't just mean people who constantly rage, make hate comments towards teammates or sometimes use obscene language. I also refer to the trolls and feeders whom you get in ranked games more often than you should.

Why are there so many players intentionally feeding in ranked games? Because in my opinion there is not a good enough system to punish these players. Looking at "bad skill" reporting system, which I don't think even works, players that pay to get boosted or get carried by 1 of his high ranked friends whom are smurfing is also a thing.

Now I do not rate myself a "great" player, but I feel I am better than the average player. After getting into Gold rank it felt that the skill difference between players were very big because most people are either "diamond smurfs" or some people are just bad because they paid someone to boost them (now imagine a bronze player that got boosted vs a diamond player whom has made a new account) and/or there is always a few games where people just end up trolling/intentionally feeding or the inevitable AFK.

My idea for the Tribunal is to bring forth a new sort of "punishment" for these players, hence the Wood League (or you can call it whatever you want). My idea behind this is when a player is intentionally feeding or trolling in game (whether its intentionally picking a role that was already picked by your team like double jungle or a support that goes mid to steal all the farm, etc.) they should get "demoted" into a league called the Wood league.

This league will purely serve the purpose to put all the trolls into a league that wont affect any of the "serious" players. Now I don't intend for such players to merely "Stay in wood league". I merely think that when a players get put into this league he has to work on his behavioral issues and work his way out of the league. If he plays a few games (without feeding or going afk) he can leave the wood league, but he will receive a demotion (lets say a Gold V player trolls or intentionally feeds and gets put into wood league. After playing a sufficient amount of games and not getting reported this player will then get out of Wood league but get demoted to Silver I or II)

I think this will make players be wary of trolling in ranked games as they will have the risk of getting demoted or staying on wood league if they wish to be salty for the rest of their days. If a system like this can be brought out, many old players (and possibly me) will come back to league. The only reason I stopped playing is due to the fact that I can have a really great game, just to lose because someone on my team went afk for no reason, started trolling or intentionally feeding and it made me start raging. I am not a toxic player, but a lot of times when I see someone not playing at their best and ruining the game for everyone I tend to rage and I then start bad mouthing my entire team.

another solution. make it so in order to play ranked. your account has to be eligible for hextech rewards

This seems like an interesting concept. Much like the low priority queue our friends over at Volvo have. There is however a problem with the way I understand your implementation. The way a wood league would be different from low priority is that it would affect their matchmaking? Making them queue only with other toxic people? There would be a way to abuse this queuing with friends who are in Wood (unless they can literally only solo queue, but there has been a request for an only solo queue, rewarded for being toxic?)

Instead I would simply suggest a Ranked Ban for 5 normal games reducible by honors from non premades and incredible by further reports. These games could be played in any PvP matchmade queue otherwise it's too easy to play customs/AI games and not rage. Although this won't serve any of the normal toxic players let's just deal with the Ranked ones for now. Additionally this system would be applicable to AFK people by rewarding them for a full normal game played and penalizing them for leaving even for 2 minutes. Cause let's be honest ranked has a bit too much pressure for both these groups of people to be aggravating others. They are often the repeat offenders so give them 5 games to prove they can go a while without doing it.

Edit: I do feel like a big part of this is deciding who gets punished. Where you can have a very specific set of conditions for AFK; trolling, feeding and flaming are harder to quantify. I can't however suggest how this be handled other than referring those reported often to a tribunal of summoners as we had before with high punish cases reviewed by a small department at Riot.
