Still Honor lvl 0

SOOOOO, its now been almost 5 months of me being at honor lvl 0 and im still there. Zero progress, Zero HexTech crafting keys, nothing. Yes riot i know i was toxic and got a chat restriction. Not a ban but a restriction, which means the stuff i said while bad, was just the average toxic shitty player. But im curious if there is ever going to be an end to this, Because to me this feels like an almost shitty prisoners island.
