What do do about smurfs

Maybe its just me, but there should be something done about the so called smurfs. I mean look at this guy. Almost un-killable every game and ONLY victories.

Why isn't he forced to play against players his own level, its just silly to meat players like this when Im a noob, learning the game.

And my other question is : Is it fun for the player winning 30 - 0 every game?
