Countless times I've reported people for flaming, being toxic and mean to others etc. and zero, and I mean, ZERO of these players got punished. My question is - why? Why is Riot allowing this kind of players to wish other people cancer, telling them to kill themselves etc. without any consequences?

If you want evidence of the system doing its job, look at 90% of the threads in this forum section to see people complaining about being punished for flaming.

Riot only bans toxic people because if they pretend to address the problem they get more support which means more money.
