Toxic behavior is getting out of hand

Now I've never played in high elo, but there is one bad point I find in almost 90% of my games and I would like to address it,

In most games, -and many other summoners will agree with me- we find players asking to report other players for 'feeding' while not understanding that this is not ban worthy.... the reason I find this so annoying is because we see it repeatedly in many games without noticing any improvement in the community, players are simply unaware that it is false, and correct me if I am wrong but isn't asking to report a player who is simply just having a bad game is in fact against the summoners code ?

Beyond stating the point, I would really be interested in seeing how RIOT addresses this issue, cause reporting these players in the post game lobby is not working as many people forget or don't know these players should be reported. I used to enjoy using the tribunal because it made me feel I was redeeming myself and helping this community. In my opinion I think this is a matter of knowledge and awareness, and Riot can address it by making videos, articles etc.. that encourage all players to report 'flamers'.

They've made a tip saying "one report is enough to flag the system to check for toxicity" or something like that.

After the new client is done, there will be new behavioral features to give us more visibility in regards to the behavioral system.

I think it wouldn't hurt to put it in one of the announcements. People do think it's a legitimate reason to report.
