They need to dedicate one person to perma ban this dude, and that is me. I could care less about what people say. That should be worthy of a ban.

Change is slow. I understand your concern, but this cannot be changed in one night. The best thing you can do is report such people after the game ends (do not forget that!) and carry on. Your behaviour can make a difference.
The system is clearly flawed because IN GAME he acted like nothing was wrong. Riot please add an in game/draft pick report system...
Riot just cant stop people from being toxic. Its just asshole people. They can add consequences but they cant stop people from doing what they want to do.
