Toxic behavior isint anything new in the LoL community. I myself have partook in the the battles of "wit" against my own team and my enemy. Though it seems that Riot pick and choose who is allowed to call someone a %%%%, autist, braindead, etc etc. and who actually gets punished for it. Now I dont report every nutjob i play a game with, but it seems there are some outliers here that seem to be protected/unseen. When I have a person in my game, whether it be on my own team or the enemy team that wishes death upon another player or something along those lines and they get reported; that I would get a notification that there has been action taken upon their account. I had such a player lastnight in a game. Constantly berating through most of the game and in the post game chat. I deemed it more than report worthy, and so reported it. I fail to see how this behavior isint punishable. Lol, I know it is because I myself have been chat banned and stripped of all honor. So I ask here Riot, why pick and choose who is allowed to call players %%%%s, %%%%%%s, retards, autistic dumpster babies etc etc. Let us all enjoy our bants or none of us. What say thee nave?!

They don't pick and choose who gets punished, especially for chat offenses. If 1 person reports then the game gets reviewed, scored, and given progression on their punishment tier.

"Why don't I get notified?" - Quite simply, the notification in unreliable in feedback so people can't fine tune how they believe the system works to skirt around punishment. It can take up to 15 minutes for a game to be reviewed though with the IFS.

Remember, the game can only punish verbal offenses typed in game. People are allowed to say as they wish via other mediums: voice chat, streams, etc.
