Permanently banned due to "3rd-party programs"

I was recently banned for 3rd-party programs which I do not use at all. Any programs I use while playing league are discord and skype. I don't use anything else. Also, I was hacked around 2-3 months ago and this person bought RP using my card and played my placements (rank). I have never done rank before (except once where I did my placements before a season ended) and so it obviously was not me playing. The person who hacked me also bought new champs and skins and used those champs to do my placements.

I did not know when it started but as soon as I saw charges on my card, I contacted riot and told them that it was not me buying the RP. So I changed my password right away and I even have proof that I was refunded my stuff and that someone actually used my card to purchase RP. I sent it a support request: #22199123 and was told that I was responsible for everything that happens on my account which doesn't make sense because it got stolen from me that time and I shouldn't have to be responsible for that.

Is there any way I can get this ban taken off?
