How long does Riot punish your ability to get chests and keys after punishment?

It seems majorly unreasonable that after the punishment ends, this restriction still remains.

I can't verify with an official source, but I hear it's 35 games for a 10 game chat restriction, 70 for a 25 game chat restriction, and around 140 for a 14 day ban (the official word is there is no set duration). Continued negative behavior will just get you punished again and increase the penalty, so you'll need to improve your behavior when working off the ineligibility. The reason you are punished with this even after the regular restriction/ban is because Hextech Crafting isn't a privilege, it is considered a reward for good behavior. Technically you aren't being "punished", you just aren't being rewarded.

Thanks for the answers, but it's my belief that this is just another system to help Riot monetize their platform. The fact that you aren't on punishment means you are doing fine. I'm willing to bet you can still pay for the chests and keys though.

About 40 games of not getting reported and being nice for 10 game restriction.

Not only is it stupid but what's worse is:

Riot not giving any guidance on how long the punishments last
Riot not giving any tips or guidelines for stopping this from happening again

And as someone who just bought about 30 cases, the cases aren't worth it anyway. You will only get about 3-4 key fragments a month and when you do get a skin, you might not have enough essence or it might just be a skin you don't want anyway.
