MMR boosting bans are based on much more data than where you play from, and I anticipate that approximate location is not even factored into it. Riot has access to much more data than you think they do, and they do not ban accounts for MMR boosting unless it is certain that they were doing so.

Sounds like riot just did a ban wave on elo boosted accounts. So many possible boosted players posting on boards.
