He is playing on a new account. You're still able to create new accounts when perma banned.
To my knowledge, he was not given an indefinite player permanent suspension. This is not the same thing as a permanent account suspension. Thousands of players have been given account permabans. But relatively few have been given a player permaban. Two notable ones being Jensen, who was allowed to play again after I think it was a year, might have been two, and Tyler1, who has been banned for just over a year now.
