IMO, there needs to be a lot more warnings and actions taken before the permanent suspension of the account. Permanently suspending someone's account should be the most severe form of punishment for the player of the game, with the mentality of the player not playing the game at all, not of one for them to recreate an account.

One 14 day suspension into a permaban is not enough warning, nor is there any warning that the next punishment will be a permanent suspension. Even Club Penguin had 4 different suspensions before the actual permanent suspension. A single two-week suspension is not enough if you want to see players change their behavior.

I'd say a 2 week ban is a pretty dire warning that you fucked up.

Club penguin had a 1 day ban, then a permanent ban.

I don’t know where you got your idea of “4 different suspensions”, but if you came off your 1 day ban and broke the rules again within a week or so, bam, you’re gone.

So we could delay the inevitable? No, there's plenty of time to change behavior on the way to a permanent ban.

If players skip the chat bans because they're using hate speech or kys, then all the more reason to boot them when they continue their behavior.

I got perma banned with no warnings for my infraction . So I one hundred percent agree that punishments should work up to permanent ban and not start there. I would have never repeated my infraction...but I wasn't even given a chance

I don't know about you but I didn't see many people consistently being toxic on club penguin if any at all.

All I'm trying to say is has Riot explored the option for Permanent Chat Restriction vs a Permanent Suspension for toxicity and only toxicity? Hacking and those things are on a completely other level.
