Need new Punishment&Review system

alright i have been saying this for years now that we need a different way for players to be punish, an it cant be done by players it has to be a netural party. cause most of the players who are doing the punishment stuff are little kids are dumb dumb people who cant fight there way out of a paper bag. For reasons why it cant be players simple, they get to vengeful from getting butthurt from the very few games have played and think they have to take it out on others who may not have need it. most likly other times they dont even read all of the chat, if the report system currently now is only showing the said reported players chat then it isnt right. you need to see what the others are doing. cause most of the time it gonna be other players that are aiming to piss them off. Then you got troll players who dont really care to win the rank game or not,so they fed abit then dc and decide to reconnect when we are about to lose so they dont get the leaver brust system on them. they do this to report anyone that "took" their lane.

I think gameplay needs to be accounted into the punishment cause saying one thing and doing another is two very different things. a player cna be toxic yet show up for the teamfights to try and win still or use other tatics to make sure their team wins. like back dooring objectives with the zz'portal then enter the team fight so enemy team cant stop it from taking towers. then how long punishment is needs to change better yet instead of just making them wait so long put them in toxic match play. where only the reported players are all the match and have to play with all those players about 100 times before being out of it. now only getting 2 reports shouldnt be a ban or even suspend. i have played this game in 2010 who i saw a few others playing it, this game been the only game i have been intrested into a moba beside warcraft 3 dota allstars. this moda to me still has the stuff no other does, mainly due to how big the champions are to the minions where you can always see them clearly instead of being ant size and losing it fast.

but mainly the punishment&review system needs to change cant be the players themselves, have like a whole team made to review this stuff and decide amount themselves if it was a real report or a false one. cause myself i only been suspend three times but the first two was cause i had followed the rules an i got punish for it. this tells me mainly you get reported more times for following the rules that riot themself set up.
