Possible (Overwatch) Solution for Intentional Feeders

Hi, I played ranked today after a 11 game normal winstreak. I was hyped up, sadly I played with a Blitzcrank that decided we should lose. He ran down every lane and gave them some free kills. I've kept my cool and after the game I looked into it. Apparently it's hard to seperate a intentional troll from a guy having a bad game. So I've played a lot of CS:GO. There we have an Overwatch system. Good players can look into matches from the perspective of someone reported to see if he/she is cheating or trolling. In LoL there aren't much cheaters, but trolls are plenty. In normal games everyone can do what they want, I don't care.

But how about a quick death summary of people with 3/4+ reports for trolling after a ranked game. Good players (Gold>?) can look into a quick death summary of these reported players and see if this person has intentionally died. If yes, they have an option to report that. If a lot of players who get the same ''case'' say the reported person was trolling, he gets permabanned. Would that be a good system?

Obviously this isn't perfect and I'm missing a lot of things. Please tell me if this would be possible or why not. Leave some criticism if you feel like it, I'm just trying to see if this could help our community.
