Real Issue after reporting a player

I have over the last few weeks several times had a player that I reported for bad behaviour,. In the next game I start, this player is once again in my team. Is there really no possibility to ensure that people who report each other are not linked immediately afterwards in matchmaking. At the moment I have no choice but quitting champion selection, something I normally never do...

Don't go back into looking for game,5 secs after you end a game if they requeue then they're looking for a game same time as you, your both similiar mmr, so the system matches you together again
