Honor Level Problem

Alright, so here is the thing....since the new honor system has been released , i've been earning honors constantly every game (for real every game) both from premades and from random teamates but i am still at level 2 honor. I do get key fragments but not that often. Why is my honor level not increasing (most of the people i meet are alredy level 5). And no usally i don't write much in the chat to get reported for flame, otherwise i would be already banned. Anyone have any ideas why this happens? Thanks in advance!
