Feeding
If someone intentionally feeds in my game but only does it say, once every 2 weeks to fuck with people, will he still be banned or will he bypass the system? We really need something like the tribunal back.

Direct report him with a ticket :D if you feel you need to https://support.riotgames.com/hc/en-us if the user has a history of being a toxic player to the community they will be punished. if he plays 1000 games a week and feeds 1 and does it every 2 weeks he may never be caught
Yes, they will be banned, as long as they get reported when they do it.
Always remember as well to write the report rather than just checking the box as it not only gets more attention but makes the reviewers jobs much easier when they know what exactly to look for.
