There has to be a way

Is there any possible solution to getting people punished (rather than myself as I lose 3 LP while saving four people from losing 20 LP each) for being a complete, obvious troll in the champion select screen? I don't need to explain the scenario I just encountered because I'm sure I'm in the same boat as many other people, especially anyone who has encountered this individual. There has to be a way other than a transfer of 180 undeserved lost/gained LP (assuming 20 LP per person, not including the troll of course) to get access to the ability to report a player.

I'm sure this will just get lost in the hundreds of forum posts about this topic, but I would hope someone who has played league for 4-5 years, along with DotA for years prior, not once receiving a punishment as little as a chat restriction, could get some kind of answer. Even something like giving people like me, who has dedicated years to playing the game without ever stepping down to the level of insulting people or intentionally feeding in hundreds/thousands of games, higher priority in their reports. Because I, along with many others, truly want to help this game and help create a better community.
