Unfortunately, if it was permanently banned, you'd have to make a new account and start from scratch. Riot does not lift permanent bans unless the original reason for banning was a mistake or false.
Rito doesn't unban accounts unfortunately, unless you have a large amount of evidence that the ban was faulty.
