No more reporting for unskilled players in the wrong tier.

Soo i just wanna bring up the fact we can no longer report people for being "unskilled" in games. Now i understand this shouldn't be able to happen in normal games but in ranked very much so. While in final series my bot lane gives up after feeding 0-10 then continues to not try in this ranked match and feed to 0-20 from just my bot lane.. Now i can assure you any person would be angry about this. I was so i let them know. I would have how ever not said a word to them had I had to option to report them for unskilled. It wasn't your case of a bad game. It was a case of them being outplayed in countless scenario that they should have been able to win or be in the better. So at this point of me losing my series match because of 2 people who are unskilled (sona ulting minion waves on purpose instead of saving for team fight) (this is not bronze V) I let them know they were unskilled... and now Im the one who gets banned for 14 days instead of just being able to report them for being "unskilled" This isn't your case of "everyone has a bad game"...
