I've been in many games were my team or myself are "active" pick a champ but don't lock that shit in. Wouldn't you know it that kicks you from the game AND imposes a 5 minute penalty towards joining, 30 minutes if you do it twice. This feels like a poorly implemented system that punishes more than it helps.

It's pretty lame to have to sit through 4 character lobbies in a row because people don't know how to lock in.
My guess is this is an attempt to cut out the people who afk during character selection and are gone all game.
The issue is most people are active during a game, I know I catch myself chatting with folk or messing with masteries prior to a game after I picked my champ and have been kicked for it. The penalty should be imposed on dudes afk ingame vs champ select or healthy medium folks who do not pick a champion in the first place for champ select.
