Yes, if you disconnect from several matches and people report you for going afk then yes. Riot can't tell the difference between an internet cutting out or you closing your laptop or intentionally disconnecting. So get enough reports and you'll be punished which will affect your Honor
If you get reported and punished for AFKing in matches, yes, it will have damaging results on your honor.
I don't think leaverbuster ever affects honor, no.
I just got banned for leaving (my matches often started without me loaded in them) and came back after my 5 games to my level 5 honor so i dont think so

Leaving/afk doesnt result in bans/account restrictions. You just get punished with a slower queue. Your situation is pretty much why this is a thing. US isps are garbage, and many countries arent much better.
There has been cases where players got banned for consistent rage quitting. Typically through a manual review.
Considering there is only 1 month left till the end of the season, I'd say the chances of you getting punished is not that likely. Unless you only play 3-4 games a week and 1-2 of those games are AFK. Now you'll be in the red flag zone.
