More than likely not for chat offenses.

The instant feedback system (IFS) handles reports quicker, with more accuracy, with less variation between cases, and overall just better. I see no reason Riot would want to do away with the IFS or even augment it with a system that will always fail in at least one of the three "betters" I mentioned.

That's not to say, however, they won't implement a tribunal for other cases. Maybe they implement a tribunal for griefing, or trolling, or other things.

But that tribunal will likely only be until they can code an IFS that's better than it. Overall, I can't think of a single thing that a computer can't do more reliably than humans other than very borderline cases of trolling/griefing. So that's most likely what they'll implement it for.
