HExtech crafting and punishment question

I have a question regarding the hextech crafting restriction for punished players. I got a 25 game chat restrict a while ago and have since long finished the restriction. However, it has been a pretty long time since I have done this. HExtech crafting came out after I finished my games. MY question is this: When do I get to access the hextech crafting? Before anyone says it, no I am not asking to be given access. I just see that I cannot earn anything all the time and I was beginning to wonder when the restriction would be lifted. I remember reading about the player having to be "reformed" but I dont understand what Riot means by this. I do not believe I have been reported in a while. I no longer rage at my teammates at all, and have not in a while. If anyone knows the specifics (amount of days or whatever) I would appreciate it.
