Im well aware thats really bad but ive been asking for a way to remove chat completly and it just doesnt work and i was doing really good and then i slipped again im not mad or anything i just want to be prema muted by everyone at the start of games or i want a refund please and thank you,

As stated below, you're not entitled to any refunds due to the Terms of Use you agreed to in section 2. Account Termination on 2.2.

As for your statement on:

You are to enjoy the game but not at a player's expense. So it doesn't matter if you meant it, it's the fact that you said it and was offensive to who you were saying it to or someone found you to be a negative experience to be around.

  1. No, you're not entitled to a refund. It says it both on the backs of pre-paid Riot Point cards, and during the transaction in-client, that whatever payments you make for Riot Points are non-refundable.
  2. Removing the ability to chat/being fullmuted by everyone from the gate will likely not help your negativity, at all. You have to work past it.
  3. Your poll was done poorly, you imply that people who don't want the option to remove chat are toxic. Make it either "yes" or "no", with a possibility of "maybe", but do not let your bias spill into it.

The tos states that you will not get any of your money refunded in case of a ban.

And Riot does not lift bans unless there was a mistake on their side and the person was unjustified banned.

There's not really an advise to give besides that you need to learn how to behave better, not only because of League. You will not get this account back but you are always free to create a new one.
