Tyler1 had a second, third, fourth, fifth, sixth, seventh, eight, ninth, tenth, eleventh, twelveth and more chances. Yes, everyone get those same chances.

Very, very few people have gotten player bans like Tyler1 has though. Those that have got second chances as well, but make no mistake about it, they didn't get their old accounts back.

Almost every perma banned player is allowed to make new acc and start over with a clean record

From what I know, he is still banned whenever his IGN shows on stream...

If they've been perma-banned, it's likely they've already received plenty of chances.

The only suspension riot might lift one day is his personal suspension. The accounts that were banned would remain banned. That means, he would be allowed to create new accounts again without getting banned as soon as they get spottet...

That has nothing at all to do with simply unbanning an account that received a perma. Btw, unless you got an instant perma, you already had a 2nd chance....

i think the effects of unbanning Tyler1 have made him disappear.

His second chance came in the form of a new account.... like any other banned player.

If you're banned, go do a new account.
