It isn't League lingo, never heard anyone say "ScaryWaffleMan, go n_gga lane."
If Riot said "Don't say the word 'and' or you will be banned." that would be stupid. The word "and" is so commonly spoken and so helpful, it would be dumb to ban people for saying it. But you have no reason to use the N word in a League of Legends match so if Riot says "Don't say the N word or you will be banned." You'd be best off by listening to them.
