Submit a support ticket. This looks like it is naming and shaming, so it's probably better to remove the player's name.

Remove the player's name from your post title, make the ticket, and wait until Monday when people at Riot are at work to read the ticket.

You could report him for phishing, but to be honest Riot probably can't get your money back. That's something you'd have to take up with Paypal and request a refund for not getting the services you paid for.
