There are a lot of threats from Riot where they say that u can open support tickets for reporting someone.
But they keep saying that "i should use the report option after the game".
How am i supposed to report someone that troll picks / Talks bout running it down mid in Champ Select?

Talking about running down mid is not the same as running down mid. "Troll picks" don't always do badly.
Wait for the game to end and then report if it's still required. Yeah it sucks. I understand.
You do realize that they can't always be sure if you did the game or not? Support saying that is to remind you that there's a report function at the end game screen you can use, and that it's best to use it after a game. Though you can still write a ticket after using the report feature if you have more information to add on then what could fit in the extra box of the report.
they haven't done anything yet if it is in champ select. Can't punish for a crime that didn't happen.
"troll picks", or rather, off-meta picks is not a punishable offense.
