Punishment for players that have been banned?

I've noticed from playing about a thousand matches in ranked overall, that my queue is so much longer than my friend's queue. We're both in silver on the low end (s5 & s4). I have been banned once or twice and my friend has not. His queues take roughly 2 minutes mine takes 11. I've noticed that I have queued with allies with lose streaks and are flaming consistently. I am not complaining, I am just wondering if there is a correlation between being banned and getting queued with players with a short fuse... I would like to hear from a dev or see some other people's opinions.
