So, first, no naming and shaming.

Second, they're new, give them a break. They're learning how to play the game.

Third, no it's not bannable or even reportable unless they're doing it on purpose, like intentionally feeding.

Not bannable, but a matchmaking issue though. Having a hundred 0/nn/1 games is no fun everyone involved including the person himself.

That level of learning should take place in bot games. You don't put a person who doesn't know how to dribble into a serious basketball match.

Btw i have a friend who lets his little preschool son play LoL (non-bot, blinds or so). Logs him in and everything and he just randomly clicks on stuff. I told him i don't consider this as an ethical thing since it ruins experience for other people. This profile could be a similar case.

He is literally building non sense, not even the recommended items. We all had been new to moba games once , but even then i dont think we would build such bullshit. The chances of him being a typical troll feeding on purpose are way higher than of him being a legit noob. In either case there isnt much u can do about it, just report them and let the all mighty system decide.
