I was playing some games Blind Pick and often was the role I called taken away by somebody who called later but Insta-Locked. So I was wondering if Insta-Lock is a Report reason? I mean technically its an Unsportsmanlike behavior because LOL is a Team game and and Insta-Lock just make the other guy who gets it salty and it destroy the moral of the team. But I´m not sure so I thought I gonna ask the community.

No, instalock is NOT report reason, also calling role is not supported or approved by Riot. During blind pick, there is no pick or call order, you can pick what you want, and go where you want. If you play Draft mode, its recommended to go with pick order, but again its not rule, so you dont have to.
If he Insta locks and then refuses to communicate report him. At least that's what I would do.
