Took a look at what you've posted, and it does seem like you should be permabanned, given you just came off of a ban. You used verbal abuse, harassing others with chat directed towards a particular player's skill. Maybe he was having a bad game, but still, not everyone's going to be an expert playing this game.

Then there's this odd bit you mention:

monkeybear114: learn to play without talking

Irony aside, at this point it seems pretty clear the best option is to mute them. And while it may seem like solid advice, solid communication directed toward strategy or even some constructive criticism is useful and encouraged. While "not talking" may have prevented your punishment, silence most likely doesn't increase your odds of winning.

cos you've gotten a 14-day ban previously and you were on your last straw, so any punishment after that will result in a permaban.

This is all unnecessary: you're belittling and insulting your teammate, and there's never any call for that.

I'm not sure why you think it's Riot's fault: a ban a few days ago is a clear warning that your behavior NEEDS to improve and FAST. This game did not show acceptable behavior, and if you're behaving like this on one of your FIRST games back it's pretty clear you didn't take the warning to heart.
