Player interactions and penalties

Everyone who's plaid league has had an altercation with another player (yes its the sad truth). i just finished a game with a friend of mine who's going through some personal problems and some teammates were being extremely insensitive (ignorantly bullying him) to his situation/ my first time playing a champ in a non bot match. odds are they have been reported before or at least id ope they were but they don't seem to lean anything from it. some links to the screen shots i took are above, also should league implement heavier penalties for this behavior?
