I struggle with severe depression and this type of behavior is an honest trigger.

Post-game lobby does leave you with the ability to walk away from the conversation with no consequences, so please practice self-care and not stay around if they're being like this to you.

You can always take a screenshot of the chat and submit it to player support. Create a ticket and be sure to give them all the details. They may not be able to tell you if the player was banned or not, but at least you'll be doing your part to make sure behavior like this isn't tolerated.

Have to go with no. The issue with toxicity during game isn't to baby the victim IMO, it's the FACT that game toxicity can make a winnable game unwinnable. It ruins the game for the entire team. In the lobby, you can be an unsoft adult and click the button. In game, having an issue with an asshole being an asshole in valid. Would you like a coloring book to go with that lobby issue you literally stay for and subject yourself to?
