So recently I played a game with my friend and he fed 0/13 and then we lost, he afked for like 1 minute was flaming at me, also a teammate was also feeding but flaming at me, I was'nt that toxic but I know they were going to report me. I only got a warning but I wasn't really that toxic, so I am wondering if riot resets the amount of reports I got over a period of time? Please help

No, time does not affect reports against you.
To reduce the chances of you being punished, you simply have to play more matches without having valid reports made against you. Multiple people reporting you at once has no greater effect on you than one because punishment is calculated per match, not per report. Also, false reports don't hurt you, so as long as you are not being negative in your games you'll be fine.
However, the report warning popup is based purely off number of reports, so it's possible for mass false reports to trigger it. They will be validated or invalidated before the system decides whether to punish you, so don't worry about that popup if you're doing nothing wrong. If you do get punished, it takes 3 months for your next punishment tier to go down by 1 step. The steps are as follows, if you were unaware;
