About Permanent Banned
I got permanently banned about two days ago, because of my retaliation on toxic behaviors of other players. I know I done wrong, is there a way of modifying or lifting my ban?

Riot doesn't remove or modify punishments unless they were placed in error.
If you decide to continue on a new account I would suggest muting people that upset you without saying anything to them, reporting them at the end of the game, and moving on.
Punishing anyone without a context is completely against any reasonable laws of justice. Only nazis, commies, riot and other authoritarian justice regimes uses this kind of justice. And I am not exaggerating. It is what it is, you can't change it.
Wasted all the time and money putted in the game, regret in my mistake
