I am afraid that Riot does not overturn properly applied permanent bans for any reason. If you were flaming people after your 14-day warning, or your ban was properly escalated for behavior, the account is not recoverable.

If you were permabanned you had atleast 1 chance, likely more. There is basicly always the 14 day ban that even says that any further flaming will get you a permaban. Permabans, unless given by error are not removed. You say you did flame, so it wasnt by error.

Unfortunately you were given three chances. However you are more than welcome to make a new account and keep if as a reminder to not flame.

I know there is a discord for reforming players to get together. I would try hunting it down here on the boards.
