Hextech Crafting

Ok so this isn't regarding me and the punishments or whatever, and its more of a question than a rant. Can someone please explain to me how a computerized system is supposed to know whether or not you've earned your privilege to crafting again or whether or not you're "reformed." I just dont understand how its supposed to recognize that. My friend got his 10 game chat suspension in January and has even gotten the friendliness badge in the last 2 months, yet he hasn't gotten his privilege back. That makes no sense to me. Please someone clarify this to me. Not seeing the logic
