Why does leaving a ranked game not cause a dodge timer?

I recently had an experience where a player ragequit early into the game. When I had queued again I found myself in a lobby with the same player.

He was clearly tilted enough that he felt he should leave the game and I had no reason to believe he would be giving the next game his best shot so I felt it necessary to dodge queue and take the -3lp.

Should there be a cooldown associated with leaving a ranked game? I understand the leaverbuster system does work to prevent this but I don't believe it would be unreasonable to add a short cooldown period of 30 minutes or an hour?

What do you guys think? Have you been impacted by something similar?

Dodge timers handle champion select dodges. Rage quitting is handled by LeaverBuster. Quitting a game also locks the player from starting a new game until the game is over. So, if he was sitting around waiting to start a new game, it is possible to see him in the next game.

Something else to keep in mind is that LB does have some leniency built in so players aren't unfairly punished for occassional, unexpected interruptions. Rage quitting uses up that leniency.
