Since the ban is outside of you lifetime, yes it's a perma ban...not sure what needs to be explained. You wont live to the year 2200

The only actual answer that can be given is just file a ticket. The community can do literally nothing about someone's personal account based issues, especially when it's tied to their own penalized actions, and Riot. People keep coming to the Board, expecting the community to uplift these kind of situations for them, but it's never something we can handle. We can do absolutely nothing to help, Riot's customer support can.
