Someone was elo boosting and when i report nothing happen so how do i report online

That's because you're expecting an immediate reply.
if you reported them ingame, then it is good enough.
Riot's support is a secondary way of reporting, but because people don't understand the instant feedback system, they send report through there, it just ends up clogging up their support team.
You feel your reports don't do anything as there is no feedback, but the system is pretty good at punishing the ones that need to be punished. Just that you don't see it happening.
That being said, Riot is working on improving the visibility of the behavioral system. Hopefully we'll get it soon after the new client is released and running smoothly.
