What is considered toxic
So today, someone I know in real life mentioned very personal and private matters in all chat. I would like to know whether or not this is considered toxic because he made fun of me for it.

Toxic gameplay: deliberately attempting to lose the match through non participation, intentional feeding, greifing, etc.
Toxic chat: anything said for the purpose of harassing, intimidating, or designed to provoke a negative response from the person (s) being spoken to.
Yes it qualifies as harassment. They should not have done that and you can definitely submit a support ticket to Riot about it. They may investigate and deal with the player accordingly.
