If you recently came off of a 14-day suspension, then, yes. This chat log warrants a permanent ban. You spent a good lump-some of time calling for reports against Tristana, your attitude in general was bad, and I find these two snippets in particular hilarious:

It's an escalating punishment system. After a 14 day suspension, any negativity can earn you a permanent ban.

It's report worthy I think, but it's rather unfair to ask if this is worth a permanent ban. Permanent ban implies multiple penalties, not just one.

Ignoring all of his other chat offenses (which you disagree exist at all anyway, so I suppose that helps my point), I want you to look at this.

The OP admitted to intentionally feeding. Does he not, then, deserve a punishment?

Or, are you okay with intentional feeders? Sure, he apologized - but "sorry" doesn't change the fact that he intentionally fed.

So, they should get a free pass because they jumped the gun on a /remake that didn't pass? That doesn't make any sense to me. I can get goofing off and all-in'ing someone when the /remake vote passes but the game still has a few seconds to destroy the surrendering team's nexus, but in the case that the /remake vote is still up, you're expected to play things straight.

Tyler1 is no excuse, either. That shouldn't have to be said.

The player intentionally fed, and there's no good reason for it. Even without the chat-related offenses, they still deserved a punishment.

Yes? This isn't something that's going to happen very often, if it even happens ever again. You think he intentionally fed to hurt his team? No. It was a small mistake and he meant no harm to anyone.

An intentional feeder or a toxic player does it to intentionally hurt someone, this player didnt.

Like holy shit I get that you want one of those cool badges on this board so you follow and repeat the mighty riot rules like a crazy cult, but this is insane.

You can see where that goes.

The feeding itself was intentional yes, the mistake was not knowing/realizing that the game wasn't going to be a remake.

I also checked his match history.

He went 3-7-12 which isn't a terrible score (and they won) I'm pretty sure he fed like one kill max and then realized his mistake and tried his best to win.

If you think that's permaban worthy, then I firmly believe you should do some reflection.

Did you actually int in your game? I have a hard time finding compassion for you if you did especially after receiving other punishments. It might be wrong to ban you for your chat but I'd definitely would rather not play with you if I have to worry about you intentionally feeding.

Um........ WHAT? That's nothing compared to what I've seen in games and those guys never get banned. You don't deserve this at all, sorry this happened to you but maybe submit a support ticket or talk to a Rioter on discord. Maybe they will have an answer but this is really unfair.
