If you recently came off of a 14-day suspension, then, yes. This chat log warrants a permanent ban. You spent a good lump-some of time calling for reports against Tristana, your attitude in general was bad, and I find these two snippets in particular hilarious:

It's an escalating punishment system. After a 14 day suspension, any negativity can earn you a permanent ban.

It's report worthy I think, but it's rather unfair to ask if this is worth a permanent ban. Permanent ban implies multiple penalties, not just one.

Did you actually int in your game? I have a hard time finding compassion for you if you did especially after receiving other punishments. It might be wrong to ban you for your chat but I'd definitely would rather not play with you if I have to worry about you intentionally feeding.

Um........ WHAT? That's nothing compared to what I've seen in games and those guys never get banned. You don't deserve this at all, sorry this happened to you but maybe submit a support ticket or talk to a Rioter on discord. Maybe they will have an answer but this is really unfair.
