Idea to try to improve general player behaviour
Numerous posts are posted daily about the horrible community surrounding LoL. Recently (last year or so) it has gone downhill very quickly. And the untransparancy from Riot surrounding the reporting system really doesn't help.
My idea is to organize a week of harsh punishment for 'stepping over the line' (that's how Riot likes to call it). Resetting everyone's current reports for this week and punishing those who, within this week, perform punishable behaviour in like 2-5 games. Surely the punishment shouldn't be extreme, mostly just sending pop-ups about the received reports and defenitely no more than a 1 day ban, but I think it would be a very good idea to show the community how well the reporting system actually works, since I also started losing faith in the whole reporting-/reformingsystem.
Problem would be, that random people would just start reporting random teammates/opponents. A combination of two things would be the best solution to that problem. Firstly, to obligate players to include timestamps of when the reportable behaviour occurred. Secondly, to (strictly) limit the amount of reports a player can hand out during this week. So players can't report others unfairly too often and without consequences (since faulty reports can be 'quite easily' tracked with the timestamps, and consequences can then follow).
Although this is clearly gonna require a lot of work from Riot, I think the effect accomplished is huge. Potentially just apply this week to the ranked queues to filter out the absolute worst of players if Riot doesn't want to hit the entire playerbase. Of course many of these players just won't play ranked for a week. However, that's still gonna send a message since If all players actually still playing ranked observe a way less toxic ranked environment, Riot is surely not gonna miss that and they can make plans for the future.

It's not that Riot doesn't care, it's more like Riot cares and actually does something about it, but most the time you don't see the system working.
Monthly report cards was a community concept that was widely favored to improve the system's visibility . Riot Tantram has since came here and said that they are currently developing something more exciting than monthly report cards.
So fingers crossed that we'll see something in the future. Hopefully the closer future than further.
Which seems like a great idea. it solves the transparancy issue. However the toxic behaviour would persist, for which this week might be an answer.
