Sadly, permanent bans are never revoked. I highly recommend you read the Terms of Use so you know what can get you permanently banned in the future and make a new account.
Good luck. I hear Riot may be dropping the EXP necessary to get to level 30 soon so hopefully it won't take you that long to level back up.
