Player Reporting Clarification

Apologies if this is posted in the wrong section. I couldn't decide whether this belonged under Player Behaviour, Miscellaneous, or General Discussion.

Disclaimer aside, the heart of the matter is the following situation:

1. Summoner A does something Summoner B doesn't like, but isn't reportable.
2. Summoner B threatens to report Summoner A

As a note, I play in Bronze/Bottom of Silver. I'm currently Bronze III, but climbed from Bronze V to Silver V earlier this season. It may be that I run into this situation a lot because of my particular ladder ranking.

The following is from my experience and is not to be taken as definitive.

I have found that this situation arises in 3 scenarios. I) Summoner B honestly doesn't realize that what Summoner A did isn't an offense that can be reported. (For example, having a negative KDA. Many people don't seem to realize that only INTENTIONAL feeding is reportable.) Likelihood rises if player demonstrates that they think the offense is reportable or accept that it isn't when explained to them. False reports here are mainly due to ignorance which is somewhat understandable.

II) Summoner B DOES realize that what Summoner A did isn't a reportable offense and is most likely just annoyed. These summoners aren't likely to falsely report the player afterwards and are just venting. Likelihood rises if they only tell them once and/or don't argue about whether the offense is reportable or call for them to be reported again. No false reports here, player is just being unnecessarily aggressive.

III) Summoner B DOES realize that what Summoner A did isn't a reportable offense and is directly vindictive. These summoners are those that purposefully false report either because they are annoyed with the player in particular or are using the player as a scapegoat for their frustration with something else. False reports that happen here are done purposefully and with full knowledge of the reporter.

I wish to pose the following questions to the community and Riot.

1. What is League's tolerance for behavior non conforming with the Spirit of the Game? From my understanding, Riot is quite strict about this sort of thing. But I have never seen it come to fruition in any meaningful time frame and there are still many openly offensive, aggressive players on or against my team. Some of them even flaunt the fact they haven't been banned yet as if it were a badge of pride. Without hard evidence, I would hazard an estimate that 25 - 45% of my games contain at least 1 person who fits this characterization. That means that A, either Riot is being very strict and these players receive bans but I am never notified of whether they are so that means it must happen far too long down the line or that Riot is not very strict.

2. If you know another player is false reporting someone, what should you report that player under? Is it under Verbal Abuse or Negative Attitude? This is specifically for when you know situation I or III is occurring.

The following scenario demonstrates why I made this post and contains the entire post game lobby chat from a game that I recently played. The relevant parties have had their names changed to Summoner A (the player being "reported") and Summoner B (the player potentially "false reporting"). Summoner C is a third party and probably is not reporting anybody but is relevant to the exchange.

... And yes, if it's not already blindingly obvious, I am Summoner A. I was playing ADC. Summoner B was Jungle. Summoner C was Top on the opposing team.

PS: I've found the amount of "toxic" players, (And by that I mean players that are intentionally feeding and/or actively verbally abusing and harassing their teammates), has increased dramatically in the past couple of years. Not sure if it is a trend, or just variance. Its not relevant to this discussion, but it might be relevant to whether the league community as a whole is improving or degrading. Either way, it's not relevant to this discussion.
