Pre-Game Reporting/Draft Dodging Form

So I've started playing League of Legends relatively recently (for only a handful of months) and I can say I really enjoy the game, but one of it's biggest problems is how easy it is to get away with unsportsmanlike, toxic, or even just generally rude behavior during champ select in both blind pick and draft game modes. What's worse is if you decide to just abandon ship rather than be forced to play with someone who autolocked their preferred role in blind even after someone else called it, or someone in draft who purposefully banned your choice of champ, or any other needlessly stupid and cruel things you can do before a game even starts, then it is THAT person, the person who leaves, who gets punished for it.

My idea is to implement a set of buttons during the lead-up to whatever game mode you're playing with, to either report someone for unsportsmanlike conduct or toxic behavior, or even an option to kick someone if the rest of the party agrees with you, to disband the lobby without a member suffering penalties. That way, people wouldn't have to sit through a miserable game before they got the chance to report someone's bad behavior. It would also go long ways to correcting bad behavior during champ select that people assume they can get away with freely.
